In Japanese law, these vehicles are classified as trolleybuses (trolleybus in Japanese is different with in English, defined as "EMU without steel tracks") under the jurisdiction of railway vehicles when operating in elevated rail sections, even though they have tracks and use a diesel hybrid powertrain. When operating in ground sections, they are classified as buses.
